Appropriates funds to the agribusiness development corporation to acquire parcels of land.

RELATING TO THE AGRIBUSINESS DEVELOPMENT CORPORATION.

Authorizes the issuance of general obligation bonds and appropriates funds for capital improvement projects for the Christian Crossing Bridge.

RELATING TO HEMP.

Legalizes hemp to the extent legalized under federal law.  Requires the Chairperson of the Board of Agriculture to prepare and submit a proposed state plan to monitor and regulate hemp production, including commercial production and research, to the federal Secretary of Agriculture pursuant to section 297B of the Agricultural Marketing Act of 1946, as amended.  Requires reports to the Governor and Legislature.

RELATING TO HEMP.

Authorizes the department of agriculture to allow temporary inspectors to perform industrial hemp inspections and to deposit fees from inspections by temporary inspectors into the certification services revolving fund.  Authorizes the department of agriculture to adopt an alternative method of sampling industrial hemp plants.

RELATING TO THE AGRIBUSINESS DEVELOPMENT CORPORATION.

Requires the Department of Agriculture to conduct a management and financial audit of the Agribusiness Development Corporation.  Appropriates funds.

Regulates the operation of pet boarding facilities within the State.

RELATING TO THE ENVIRONMENT.

Bans the sale of beverage containers connected to each other with plastic connecting devices.  Establishes fines.  Takes effect 1/1/2023.

RELATING TO AGRICULTURE.

Establishes a Farmer Apprentice Mentoring Program to teach and train farmers to utilize a whole farm system approach to agriculture.  Makes an appropriation to the Department of Agriculture to provide mentoring on a whole farm system approach to agriculture.

      Status & Testimony

RELATING TO AN APPROPRIATION FOR THE ESTABLISHMENT OF A BIOFUEL AND ANIMAL FEED FACILITY.

Authorizes issuance of general obligation bonds and appropriates funds for plans, design, construction, and equipment for a biofuel and animal feed facility in Keaau in the County of Hawaii.
