RELATING TO PREFERENTIAL ELECTRICITY RATES FOR PROTECTED AGRICULTURE.

Authorizes the Public Utilities Commission to establish preferential electricity rates for agricultural activities that utilize protected agriculture to produce fruits or vegetables for distribution.

RELATING TO AGRICULTURE.

Requires a seller to include certain disclosures when advertising or marketing for sale carcasses, sides, or primal cuts of meat for consumption.  Prohibits certain labeling, marketing practices, and misrepresentations of products or grades.

SB 239

      Status & Testimony

RELATING TO ANIMALS.

Prohibits manufacturers and contract testing facilities in Hawaii from using animal test methods for the purpose of testing cosmetics or household products for which an alternative test method is available.  Imposes a civil fine and authorizes the attorney general to seek injunctive relief and any other recovery of damages.

RELATING TO LEAD-BASED PAINT.

Prohibits the use of lead-based paint on outdoor structures after 12/31/20.  Directs the department of health to develop rules developing an outdoor structure lead-based paint abatement plan providing for the safe maintenance of outdoor structures that already have lead-based paint and the safe removal of pre-existing lead-based paint from outdoor structures.

RELATING TO ENVIRONMENTAL PROTECTION.

Prohibits food service businesses and stores from the sale, use, or distribution of polystyrene foam containers, expanded polystyrene food service products, plastic straws, and plastic bags.

      Status & Testimony

RELATING TO PLASTIC.

Prohibits the use of plastic bottles, utensils, stirring sticks, polystyrene foam containers, and straws by state agencies by July 1, 2021, and by businesses selling food and beverages by July 1, 2022.  Bans the distribution or sale of plastic bags after July 1, 2023.  Bans the sale or distribution of single-use plastic beverage containers after July 1, 2025.  Creates the plastic source reduction working group to make recommendations for eliminating single-use plastic packaging.  Appropriates funds.
