A BILL FOR AN ACT

 

 

RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that in order to be competitive in a global economy, the State must have a strong, technology-based economic development strategy.  The Hawaii technology development corporation and department of business, economic development, and tourism support technology-based economic development, successful outcomes of which include:

     (1)  A research base that generates new knowledge;

     (2)  Mechanisms for transferring knowledge to the marketplace;

     (3)  An entrepreneurial culture;

     (4)  Sources of risk capital; and

     (5)  A technically skilled workforce.

     The legislature also finds that the department of business, economic development, and tourism currently houses many technology-focused programs, such as the Hawaii strategic development corporation, Hawaii technology development corporation, Pacific international space center for exploration systems, aerospace advisory committee, and natural energy laboratory of Hawaii authority, but these programs are not strategically aligned.  In order to improve technology-based economic development in the State, these technology-focused programs need to define and be aligned on common strategic objectives and an efficient and effective organizational structure.

     SECTION 2.  The department of business, economic development, and tourism shall engage a consulting firm pursuant to section 3 of this Act to conduct a study to evaluate the policies and organizational changes needed within the department of business, economic development, and tourism, specifically related to the Hawaii strategic development corporation, Hawaii technology development corporation, Pacific international space center for exploration systems, aerospace advisory committee, and natural energy laboratory of Hawaii authority, to enable the State to successfully execute a smart and efficient technology-based economic development strategy.

     SECTION 3.  The department of business, economic development, and tourism shall engage a consulting firm with domain expertise in technology-based economic development policies and programs and public-sector organizational strategy.  The consulting firm shall work with the stakeholders in the State representing the areas of research capacity, research commercialization, entrepreneurship, access to capital, and technology workforce development to produce the study described in section 2 of this Act.  The study shall:

     (1)  Set out a technology-based economic development strategy with objectives and benchmarks for the next three, five, and ten years, with a specific focus on, but not limited to, the December 2014 Innovation Framework Forward report and the statewide comprehensive economic development strategy targeted cluster industries identified in the October 31, 2016, Hawaii Statewide Comprehensive Economic Development Strategy study; and

     (2)  Recommend organizational changes in the State, within the department of business, economic development, and tourism's programs including the Hawaii strategic development corporation, Hawaii technology development corporation, Pacific international space center for exploration systems, aerospace advisory committee, and natural energy laboratory of Hawaii authority, to facilitate the successful implementation of the technology-based economic development strategy to achieve the target objectives and benchmarks.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 for the department of business, economic development, and tourism to engage a consulting firm to conduct the study pursuant to this Act.

     The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     SECTION 5.  This Act shall take effect upon its approval; provided that section 4 shall take effect on July 1, 2050.

Description:

Requires the Department of Business, Economic Development, and Tourism (DBEDT) to engage a consulting firm to conduct a study to evaluate policies and organizational changes needed within DBEDT that will enable the State to successfully execute a technology-based economic development strategy.  Appropriates funds for DBEDT to engage the consulting firm to conduct the study.  Effective 7/1/2050.  (SD2)
