THE SENATE

S.B. NO.

220

THIRTIETH LEGISLATURE, 2019

STATE OF HAWAII

A BILL FOR AN ACT

relating to technology in schools.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.  The legislature finds that many of Hawaii's public schools have already implemented courses in science, technology, engineering, and math, also known as the STEM fields, in their curriculum.  However, many curriculums are designed to solely focus on outcome-based results and potential economic impact, which may compromise innovation and creativity when applied to the STEM fields.  Design thinking is an approach to learning, collaboration, and problem solving that is structured for identifying challenges, gathering information, generating potential solutions, refining ideas, and testing solutions.  Because including design thinking in curriculums can improve and enhance the curriculum and assist students in creatively solving problems, the legislature passed Act 168, Session Laws of Hawaii 2018 (Act 168), to allow the department of education to develop a comprehensive plan to integrate design thinking and coding in middle, intermediate, and high school curriculums.

The purpose of this Act is to appropriate funds for continued support of technology in schools, as originally authorized in Act 168.

SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 to support the comprehensive plan authorized by Act 168, Session Laws of Hawaii 2018, and support technology in schools.

The sums appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 3.  This Act shall take effect on July 1, 2019.
