A BILL FOR AN ACT

 

 

RELATING TO THE STATE CAPITOL.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that reducing waste and water and energy use are necessary to protect the State's delicate island ecosystem.  Certain practices, such as recycling of bottles and cans, ban on plastic bags, and increased use of compostable items have helped to preserve the State's ocean environment, but more still needs to be done.  The legislature further finds that the State Capitol is an ideal place to lead by example, where small changes could be relatively inexpensive and easy to implement.

     The purpose of this Act is to:

     (1)  Establish the ocean-friendly capitol program to encourage offices within the State Capitol to commit to ocean-friendly practices; and

     (2)  Appropriate funds for the installation of ocean-friendly measures within the State Capitol.

     SECTION 2.  Chapter 6E, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§6E-    State capitol; ocean-friendly capitol program; established.  (a)  The state capitol management committee shall establish an ocean-friendly capitol program to set an example for the State as a place of ocean-friendly practices.  The department of accounting and general services shall provide administrative support to the state capitol management committee in conducting the program.

     The ocean-friendly capitol program shall provide stickers to participants, which participants may post on office doors designating their office as an ocean-friendly office.  To receive the stickers, participants shall commit to the following:

     (1)  No use of expanded polystyrene within the office;

     (2)  No beverages in single-use plastic bottles and single use coffee pods within the office;

     (3)  No plastic straws or stirrers for any meals, catering, or office kitchen supplies within the office, except as needed to accommodate a person with a disability;

     (4)  Adherence to proper recycling practices;

     (5)  Use of only reusable or compostable tableware for onsite dining within the office; and

     (6)  No use of plastic bags for any element of business within the office.

     (b)  Participants shall also commit to at least two of the following:

     (1)  Use of only reusable kitchenware, including cups, mugs, and bags;

     (2)  Commuting of at least one office occupant exclusively by walking, biking, carpooling, public transit, or a zero-emission vehicle;

     (3)  Availability of vegetarian or vegan food options when catering or ordering meals;

     (4)  Service of only seafood designated as a "Best Choice" or "Good Alternative" by the Seafood Watch program or otherwise certified as sustainable;

     (5)  Implementation of water conservation efforts, such as low-flow faucets;

     (6)  Installation of energy efficiency technology, such as LED lighting and Energy Star appliances; and

     (7)  Implementation of paperless office practices including for the use or distribution of legislative documents."

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the installation of ocean-friendly measures in the State Capitol, including the following:

     (1)  Installation of compost bins for food waste in all offices;

     (2)  Cardboard recycling bins on every floor;

     (3)  Installation of mini-dishwashers attached to a water line in all offices and in the third and fourth floor utility sinks located in the women's restrooms;

     (4)  Upgrades to appliances to improve efficiency and reduce electricity use;

     (5)  Upgrades to water fountains which incorporate water-bottle filling stations; and

     (6)  Purchase of paper towels and toilet paper made from recycled material.

     The sums appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 1, 2100.
