Your Committee on Finance, to which was referred H.B. No. 1259 entitled:

 

"A BILL FOR AN ACT RELATING TO CAPITAL IMPROVEMENT PROJECTS,"

 

begs leave to report as follows:

 

The purpose of this measure is to appropriate funds for capital improvement projects for fiscal biennium 2019-2021.

 

Your Committee finds that capital improvement projects are essential to our economy and play a pivotal role in building social infrastructure and helping to strengthen communities.

 

The Department of Education, Hawaii State Foundation on Culture and the Arts, and Stadium Authority Board supported this measure. The Department of Defense, Early Learning Board, University of Hawaii, Executive Office on Early Learning, Hawaii Public Housing Authority, Department of Hawaiian Home Lands, Office of Enterprise Technology Services, Department of Transportation, Department of Land and Natural Resources, Department of Agriculture, Department of Business, Economic Development, and Tourism, Hawaii Community Development Authority, Hawaii Housing Finance Development Corporation, Department of Human Services, Department of Health, and Department of Accounting and General Services provided comments.

 

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1259 and recommends that it pass Second Reading and be placed on the calendar for Third Reading.
