RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Imposes the transient accommodations tax on hotel resort fees that are calculated separately from the advertised transient accommodation's rate. Clarifies that the transient accommodations tax shall be calculated based on the gross rental. Specifies that the transient accommodations tax is to be collected from operators or transient accommodations intermediaries who arrange transient accommodations at noncommissioned negotiated contract rates. Applies to taxable years beginning after 12/31/2018. (SD1 PROPOSED)

RELATING TO TAXATION. Increases the taxes withheld on the amount realized by nonresidents from the disposition of Hawaii real property from 5% to 9%. Applies to real estate dispositions that occur on or after 9/15/18. (SD1 PROPOSED)

RELATING TO THE CONVEYANCE TAX. Raises the conveyance tax rates for residential investment properties with a value of at least $2,000,000.

RELATING TO THE STATE BUDGET. Amends descriptions of capital improvement projects related to Live Stock Feed Mill and Waste Stream Recycling Facility in the General Appropriations Act of 2015, as amended by the Supplemental Appropriations Act of 2016. (Proposed SD1)

RELATING TO PUBLIC SAFETY. Transfers the Corrections Population Management Commission from the Department of Public Safety to the Judiciary. Replaces the Director of Public Safety with the Chief Justice as a member of the Commission. Requires the Commission to meet at least once per quarter. Repeals provisions requiring as commission members: an individual who is knowledgeable on issues pertaining to reintegrating offenders into the community; and a judge. Adds as members: a substance abuse or mental health expert; and an advocate for incarcerated individuals. Requires the Department of Public Safety to provide commission members with access to internal information and the authority to conduct spot checks on correctional centers and facilities. Requires the commission's annual report to include a summary of the commission's decisions and data and status updates for commission recommendations. (SD2 PROPOSED)

RELATING TO IMPORTANT AGRICULTURAL LANDS. Adds the definition of "landowner" to the provisions relating to the identification and designation of important agricultural lands. (Proposed SD2)

RELATING TO STATE FUNDS. Requires that any contributions paid on behalf of a civil service or exempt status employee who is hired under special fund revenues and whose contributions are paid to the employees' retirement system of the State shall be paid from the respective special fund. RELATING TO LAW ENFORCEMENT. Establishes one full-time equivalent lieutenant position in the Kona unit of the sheriff division within the department of public safety. Appropriates funds for the initial six-month hiring period and for one-time costs for the purchase of position-related uniforms and equipment.
