RELATING TO MOTOR CARRIERS.

Amends the definition of rates under Hawaii's motor carrier law to clarify that rates specifically apply to the provision of transportation in certain situations where it may be unclear.

RELATING TO ABANDONED VEHICLES.

Requires the counties to remove and dispose of abandoned vehicles on public roads within ten business days.

RELATING TO BICYCLES.

Requires all individuals driving a bicycle to ride within a bicycle lane, if a bicycle lane is available for use, and provides for the assessment of fines for each violation.

RELATING TO NORTH ROAD.

Requires the Department of Transportation to acquire a privately owned portion of North Road and install lighting there. Appropriates funds for the acquisition and lighting. Appropriates funds as a grant-in-aid to the City and County of Honolulu to install lighting on the city-owned portion of North Road.

RELATING TO TRAFFIC CONTROL.

Permits the driver of a vehicle to safely proceed through an intersection in which a defective or malfunctioning traffic‑control device fails to detect the vehicle and stays in the red signal stage through 2 cycles of the traffic-control device.

RELATING TO MOTOR VEHICLE SAFETY.

Adds definition for highly intoxicated driver. Establishes evidence and sentencing parameters for highly intoxicated drivers. Establishes minimum and maximum administrative license revocation periods for highly intoxicated drivers.

Status

RELATING TO TRANSPORTATION.

Creates a supplemental rental motor vehicle user fee of $4.50 per day to be levied, assessed, and collected for rental motor vehicles rented from a rental motor vehicle concession located in any medium-hub airport serving a county that includes at least 3 islands inhabited by permanent residents. Uses revenues to pay for certain highway projects. Requires the Director of Transportation to cease collecting the supplemental rental motor vehicle fee upon completion of the specified highway projects.

HB 2658

Status

RELATING TO DRIVER'S LICENSING.

Exempts citizens of countries having a valid Compact of Free Association with the United States from the requirement that a driver's license of a legal immigrant expire no later than the legal immigrant's authorized period of stay in the United States. Requires the legal immigrant to provide proof of legal residence in the United States as defined by the Director of Transportation by rule.
