Status

RELATING TO TRAINING.

Requires certain additional government decision-makers at both the state and county levels to complete the Office of Hawaiian Affairs' training courses on Native Hawaiian and Hawaiian rights established by Act 169, SLH 2015.

HB 1746

Status

RELATING TO INDIVIDUAL HOUSING ACCOUNTS.

Increases the cap amounts of the tax deduction for individual housing accounts. Authorizes certain funds from an individual housing account to be used to obtain rental housing. Authorizes the accounts to be placed in a community development financial institution. Repeals requirements for the payment of taxes on distributions used for the purchase of a first principal residence or to secure rental housing.

HB 1747

Status

RELATING TO INCREASING THE OFFICE OF HAWAIIAN AFFAIRS' PRO RATA SHARE OF PUBLIC LAND TRUST FUNDS.

Establishes $35,000,000 as the Office of Hawaiian Affairs' pro rata share of the public land trust. Transfers $119,000,000 less certain funds to the Office of Hawaiian Affairs for underpayment of the public land trust funds for 7/1/12 to 6/30/18. Requires the Department of Land and Natural Resources to provide an annual accounting of receipts from lands described in section 5(f) of the Admissions Act. Establishes a committee to recommend the annual amount of the income and proceeds from the public land trust that the Office of Hawaiian Affairs shall receive annually. Appropriates funds.

Status

RELATING TO AQUATIC RESOURCES.

Requires the Department of Land and Natural Resources, through its Division of Aquatic Resources, to establish a network of marine protected areas, which includes no-take areas and herbivore replenishment areas, in coastal fishing areas with the most critical fish depletion.

Status

RELATING TO AQUATIC LIFE.

Establishes a non-commercial marine fishing license requirement. Allocates any revenue generated to administration of the licensing program or marine resource management and protection. Authorizes the Department of Land and Natural Resources to adopt rules. Creates special fund.

Status

RELATING TO CESSPOOLS.

Establishes a grant program and special fund to assist beneficiaries on Hawaiian home lands with cesspool upgrade or conversion costs. Establishes that a recipient of a cesspool upgrade grant shall not be eligible for the cesspool upgrade, conversion, or connection income tax credit. Appropriates moneys for the grant program.

Status

RELATING TO MARINE LIFE PROTECTION.

Establishes a working group to identify high priority areas that are in need of marine protection management for potential designation as marine protected areas.
