RELATING TO THE SHARING OF VITAL STATISTICS RECORDS WITH DEPARTMENT OF HEALTH PROGRAM EMPLOYEES FOR APPROVED RESEARCH PURPOSES.

Authorizes the Department of Health, under specified circumstances, to disclose information in public health statistics records to Department employees acting within the scope of their employment upon approval by the Department's Institutional Review Committee.  (HB2373 HD2)

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT.

Updates Uniform Controlled Substances Act for consistency with federal law.  Allows prescription of drugs to patients undergoing medically managed withdrawal, also known as detoxification treatment and maintenance treatment, by practitioners who are properly registered.  (HB2384 HD1)

RELATING TO EMERGENCY RULES BY AGENCIES.

Authorizes agencies to adopt specified emergency rules to lessen disruptions to prior practices caused from changes to federal legislation or federal and state court decisions.  Requires a public hearing prior to the adoption of an emergency rule; provided that no less than thirty days' notice shall be given.  Limits the effective period of an emergency rule to no longer than the first day of the next occurring regular session of the legislature after adoption of the emergency rule.  Takes effect on 1/1/2050.  (SD1)

RELATING TO CHILD SAFETY.

Authorizes disclosure of the disposition of an assessment from an investigation into an allegation or report of child abuse and neglect that was confirmed by DHS and occurred within a group child care home or a group child care center to parents or guardians of a child enrolled in the home or center at the time of the alleged abuse or neglect or to parents or guardians who have submitted an application or request to place their children in that home or center.  Establishes a working group to review laws, rules, and procedures relating to the coordination of investigations and enforcement efforts of the child welfare services branch and child care licensing program.  Requires the working group to report to the legislature prior to the regular sessions of 2019 and 2020.  Effective 7/1/3000.  (SD1)

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Requires the department of Hawaiian home lands to study the issue of Hawaiian home lands lessees selling or transferring their leases for a fee or other personal gain and then applying for a subsequent lease and submit a report of the findings and recommendations of its study, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2020.  Takes effect on 7/1/2050.  (SD1)

RELATING TO TEMPORARY DISABILITY INSURANCE.

Permits advanced practice registered nurses to certify an employee's disability.  Increases the penalty an employer is assessed for failing to submit timely wage and employment information.  Permits filing of an appeal of a decision related to temporary disability insurance at the various offices of the Department of Labor and Industrial Relations throughout the State.  Allows the department to send notices of hearing electronically or by first-class mail.  Clarifies that when the notice of hearing cannot be delivered to a party in the appeal, the notice may be given by online posting on the department's webpage.  Allows the parties to a hearing to appear in person, via telephone, or by other communication devices.  (SD1)

RELATING TO PUBLIC SAFETY.

Requires police departments to disclose to the Legislature the identity of an officer upon the officer's suspension or discharge.  Allows disclosure under the Uniform Information Practices Act of employment misconduct information that results in a county police officer's suspension.  Takes effect 7/1/2050.  (SD1)

RELATING TO POLICE DEPARTMENTS.

Specifies that citizen complaints against a police officer that involve allegations of domestic abuse by the police officer against a family or household member shall not be required to be filed as a notarized or sworn written statement.  (HB2133 HD1)

RELATING TO DRIVING WHILE INTOXICATED.

Allows requests for permits that authorize the respondent or defendant to operate an employer's vehicle during the period of license revocation to be supported by the employer's sworn statement attesting to the period of the specified assigned hours of work that the defendant will drive the vehicle for purposes of employment.  (HB2003 HD1)

RELATING TO BICYCLES.

Requires the driver of a vehicle passing and overtaking a bicycle proceeding in the same direction to allow at least three feet of separation between the right side of the driver's vehicle and the left side of the bicyclist.  (HB2215 HD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Requires certain private streets, highways, or thoroughfares in a development district of the HCDA to conform to county construction and maintenance standards.  Makes owners who charge a fee to use private roads responsible for the costs of conforming and maintaining the private roads.  Exempts private roads used solely by the owner or its employees.  Repeals on 6/30/2023.  Takes effect on 1/1/2100.  (SD1)

RELATING TO ABANDONED VEHICLES.

Requires the counties to take into custody any abandoned vehicle on a public road within ten business days.  Specifies that the requirement to provide written notice to the registered owner of an abandoned vehicle under section 290-2, Hawaii Revised Statutes, applies only to abandoned vehicles that have been reported stolen.  Amends the conditions that constitute a derelict vehicle.  Repeals the requirement that abandoned vehicles be disposed of by public auction.  Takes effect on 1/1/2100.  (SD1)

RELATING TO THE UNIFORM CERTIFICATE OF TITLE FOR VESSELS ACT.

Requires certain vessel owners to apply for a certificate of title within twenty days of becoming an owner or within twenty days of establishing principal use of the vessel in waters of the State.  Establishes what information is required to be included in an application for a certificate of title; how to deal with transfer of vessel ownership and title; rights of a secured party; and rights of a purchaser other than a secured party.  (SD1)
