RELATING TO VIRTUAL CURRENCY.

Adopts certain operative provisions of the Uniform Regulation of Virtual Currency Businesses Act. Extends the money transmitters act to expressly apply to persons engaged in the transmission of virtual currency. Requires licensees dealing with virtual currency to provide a warning to consumers prior to entering into an agreement with them. Effective 7/1/3000.

RELATING TO THE INCOME CHECK-OFF.

Changes from $2 to an unspecified amount of authorized income tax check-off that may be designated payable from an individual's state income tax refund to the libraries special fund. Changes from $4 or $8 to an unspecified amount permitted to joint filers in the designation of check-off to the Libraries Special Fund. Effective for taxable years after December 31, 2017.

RELATING TO TEACHER INCENTIVES.

Clarifies that funds for bonuses required by statute or collective bargaining shall not be paid out of a charter school's facilities funding or per-pupil funds. Beginning with fiscal year 2018-2019, requires that such bonuses be separate line items in the budget. Appropriates funds for teacher bonuses for hard-to-fill placement incentives and National Board certified teacher incentives for charter school teachers.

RELATING TO DISCRIMINATION IN EDUCATION.

Prohibits discrimination on the basis of sex, including gender identity or expression, or sexual orientation, in any state educational program or activity, or in any educational program or activity that receives state financial assistance.
