Status

RELATING TO THE HAWAII FARM TO SCHOOL PROGRAM.

Establishes and appropriates funds for a farm to school grant pilot program within the Hawaii Department of Agriculture to provide grants to schools, early care and education centers, nonprofits, soil and water conservation districts, and food producers participating in the Hawaii farm to school program. Requires the Hawaii farm to school coordinator to submit a report to the legislature. Makes appropriations to continue the Hawaii farm to school program and coordinator position and to assist farmers and ranchers achieve Good Agricultural Practices Certification from the United States Department of Agriculture. Repeals on 6/30/2021. Effective 7/1/2050. (SD2)

Status

RELATING TO IRRIGATION.

Permits the transfer of operational authority over the portions of the east Kauai irrigation system operated and maintained by the East Kauai Water Users' Cooperative as of 7/1/2018, to the Department of Agriculture upon adoption of rules. Establishes positions within the agricultural resource management division. Authorizes GO bonds. Transfers moneys from the non-agricultural park lands special fund and the agricultural park lands special fund to the general fund. Makes an appropriation. Requires the Attorney General to review the permit issued by the Department of Land and Natural Resources to the East Kauai Water Users' Cooperative for legal conflicts and submit a report of its findings to the Legislature. Appropriates moneys to the Agribusiness Development Corporation to identify factors that affect the quality of local papaya and to develop and establish protocols to enhance the marketability of Hawaiian papayas. Effective 7/1/2050. (SD2)

Extends the pesticide subsidy program manager position, including the civil service and collective bargaining exemptions for the position, until June 30, 2022, in order to provide assistance to local coffee farmers for coffee berry borer pesticide costs incurred through the final year of the program. RELATING TO AGRICULTURE.

Appropriates funds for the Department of Agriculture to conduct import substitution projects to encourage Hawaii farmers and growers to identify and grow food and nonfood alternative products to phase out imports of high-risk pathway food and commodities by 2027. Appropriates funds for outreach materials to encourage Hawaii residents to buy local products and foster a sense of pride and self-responsibility in protecting Hawaii's agriculture, environment, and lifestyle. Effective 7/1/2050. (SD2)

Authorizes the issuance of GO bonds for plans of a biological control containment facility on Oahu. Appropriates funds. Takes effect July 1, 2018.
