HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING A STUDY OF POTENTIAL PROJECTS THAT WOULD REDUCE ENERGY COSTS FOR ALL STATE DEPARTMENTS AND AGENCIES.

 

 


     WHEREAS, section 36-41, Hawaii Revised Statutes, requires government agencies to "evaluate and identify for implementation energy efficiency retrofitting through performance contracting"; and

 

     WHEREAS, in 2006, this body enacted Act 96, Session Laws of Hawaii 2006, which requires:

 

     (1)  State agencies to design buildings and facilities that meet energy efficiency and environmental standards;

 

     (2)  State agencies to adopt energy and water conservation practices and purchase energy efficient equipment; and

 

     (3)  Residential facilities built using state funds or located on state lands to incorporate energy-efficiency measures to prevent heat gain through insulation standards, high-performance windows, and maximizing natural ventilation; and

 

     WHEREAS, in 2009, this body enacted Act 155, Session Laws of Hawaii 2009, which requires:

 

     (1)  Each state department with responsibility over the design and construction of public buildings and facilities to create and use, by the end of 2010, an energy-efficiency benchmark for state buildings that are larger than five thousand square feet or use more than eight thousand kilowatt-hours of electricity or energy per year; and

 

     (2)  Public buildings to be retro-commissioned no less often than every five years according to retro-commissioning guidelines; and

 

     WHEREAS, energy performance contracting with energy service companies (ESCOs) are helping Hawaii state and county agencies save over $1,000,000,000 over the lifetime of the contracts, savings that can be used to fund other important state initiatives; and

 

     WHEREAS, this body recognizes that even though the annual cost of electricity is increasing, the maintenance of state facilities is regularly being deferred, exacerbating the amount the State spends on electricity; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the Senate concurring, that the Department of Accounting and General Services is requested to examine projects that would reduce energy costs for state departments and agencies and submit a report of its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2019; and

 

     BE IT FURTHER RESOLVED that the Office of the Auditor is requested to examine potential energy savings costs for state departments and agencies and submit a report of its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2019; and

 

     BE IT FURTHER RESOLVED that the State Procurement Office is requested to update and publish the Energy Savings Performance Contracting list that includes a list of all pre-qualified ESCOs no later than July 1, 2018; and

 


     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the State Comptroller, State Auditor, Administrator of the State Procurement Office, and Administrator of the Hawaii State Energy Office.
