A BILL FOR AN ACT

 

 

RELATING TO THE JUDICIARY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The judiciary operates the Hawaii's Opportunity Probation with Enforcement (HOPE) program, which has been effective in reducing recidivism in crime and substance abuse.  The HOPE program is an intensive supervisory program that provides an environment of caring support coupled with swift, certain, consistent, and proportionate consequences for misbehavior.

     Homeless participants in the HOPE program are additionally challenged by the inherent issues of living without the benefit of a secure and stable home base.  Further complicating the plight of the homeless is substance abuse, which occurs among the homeless populations in significantly higher numbers than the general population.

     HOPE program participants who are afflicted with homelessness and substance abuse need a higher level of assistance to successfully complete the program.  HOPE provides this assistance through a variety of services, including high intensity drug rehabilitation programs.

     The purpose of this Act is to make an appropriation to retain mental health counseling and drug dependence treatment for homeless participants in the judiciary's HOPE program.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 to retain mental health counseling and substance abuse treatment for participants of the judiciary's HOPE program.

     The sums appropriated shall be expended by the judiciary for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
