A BILL FOR AN ACT

 

 

relating to Hawaii State identification cards.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  The legislature finds that Hawaii state identification cards are often needed by individuals who do not have a Hawaii driver's license or who do not drive, such as children and the elderly.  Some individuals who have a Hawaii driver's license also have a Hawaii state identification card in case either is lost or stolen.

The legislature further finds that Hawaii state identification cards are issued at driver licensing offices, but are not issued at satellite city halls.  Although some satellite city halls process driver's license renewals and duplicates, because these satellites do not issue driver's licenses, under state law they cannot issue Hawaii state identification cards.

Allowing satellite city halls to issue Hawaii state identification cards will provide additional and convenient locations for customers, including the elderly, to obtain Hawaii state identification cards and will reduce customers' travel time and long waits in line, and ease the stresses that are common at crowded driver's licensing offices.

The purpose of this Act is to allow any satellite city hall in any county with a population of more than seven hundred thousand persons to issue Hawaii state identification cards.

     SECTION 2.  Chapter 286, Hawaii Revised Statutes, is amended by adding a new section to part XVI to be appropriately designated and to read as follows:

     "§286-    Issuance of Hawaii state identification cards; counties; satellite city halls.  Effective July 1, 2019, the examiner of drivers may issue Hawaii state identification cards pursuant to section 286-301 at any satellite city hall in any county with a population of more than seven hundred thousand persons."

     SECTION 3.  The director of transportation in consultation with the examiner of drivers shall submit a report to the legislature no later than twenty days prior to the convening of the regular session of 2018 on the progress made and findings and recommendations, including any proposed legislation, funding, and equipment, if any, needed to implement this Act.  The report shall also include any information that is relevant to the legislature's review of the issuance of Hawaii state identification cards at any satellite city hall in accordance with this Act.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect upon its approval.
