A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the forty-ninth representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $2,828,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2018-2019 for the purpose of capital improvement projects for the forty-ninth representative district, as follows:
1. To be expended by the department of education:
A. James B. Castle high school, Oahu.
Planning, design, and installation of four large fans in the gymnasium for the purpose of heat abatement.
Planning and design $ 20,000
Construction $ 150,000
Total funding $ 170,000
B. James B. Castle high school, Oahu.
Complete refurbishing of the gymnasium floor.
Construction $ 100,000
Total funding $ 100,000
C. James B. Castle high school, Oahu.
Planning, design, and construction of a batting cage for girls' softball and equipment.
Planning $ 8,000
Construction $ 100,000
Equipment $ 5,000
Total funding $ 113,000
D. Kaneohe elementary school, Oahu.
Construction of net zero portable modular classroom, including installation of electrical, telephone, and fire alarm systems; driveway; and parking. Ground and site improvements.
Construction $ 800,000
Equipment $ 200,000
Total funding $1,000,000
E. Kapunahala elementary school, Oahu.
Construction of a portable classroom, including installation of electrical, telephone, and fire alarm systems; and ground and site improvements.
Construction $ 800,000

F. Heeia elementary school, Oahu.
Planning and design of security fencing around the entire campus.
Planning $ 40,000
Design $ 160,000
Total funding $ 200,000
G. Heeia elementary school, Oahu.
Design and construction of new playground equipment and ground and site improvements.
Design $ 15,000
Construction $ 135,000
Total funding $ 150,000
2. To be expended by the University of Hawaii:
Windward community college, Oahu.
Planning and design for the construction of a permanent covering for the open area at Paliku theater.
Plans $ 20,000
Design $ 75,000
Total funding $ 95,000
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2020, shall lapse as of that date.
SECTION 3. The sum appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2018.
