A BILL FOR AN ACT

 

 

RELATING TO HAWAIIAN EDUCATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Article X, section 4 of the Hawaii State Constitution mandates that the State shall provide for a Hawaiian education program consisting of language, culture, and history in the public schools.  However, such programs are still not adequately funded.

     The legislature further finds that all K-12 public education students should develop, maintain, and grow in an understanding and appreciation of Hawaiian culture, language, values, practices, and concepts consistent with the State's recognition of the current and historical context of these islands.  The office of Hawaiian education of the department of education serves as an avenue through which the K-12 public education system can strengthen its efforts across the system in the area of Hawaiian studies and Ka Papahana Kaiapuni educational programming.  Moreover, the Hawaiian studies program in the department of education is essential to delivering and implementing appropriate curricula, standards, performance assessment tools, professional development, and strategies for community engagement related to Hawaiian studies, culture, language, values, and practices.

     The purpose of this Act is to appropriate funds for the office of Hawaiian education of the department of education to continue to implement a Hawaiian studies program in schools as determined by the office of Hawaiian education.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2018-2019 for the continued funding of the Hawaiian studies program; provided that allocation of funds shall be determined by the office of Hawaiian education of the department of education.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2025.
