A BILL FOR AN ACT

 

 

relating to watersheds.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Hawaii has a limited supply of water and that it is important to protect this supply.  Further, the legislature finds that improving, repairing, and maintaining the various watersheds throughout the State serves an important and necessary public purpose by ensuring that the State has a continuous and sustainable supply of water.

     Accordingly, the purpose of this Act is to appropriate moneys for the department of land and natural resources to conduct improvements, repairs, and maintenance of watersheds throughout the State.  The legislature finds and declares that the appropriations made in this Act are for a public purpose in accordance with article VII, section 4 of the Hawaii State Constitution.

     SECTION 2.  There is appropriated out of the natural area reserve fund the sum of $        or so much thereof as may be necessary for fiscal year 2018-2019 for the following:

     (1)  Management of ungulates and weeds in watersheds owned by members of the Kauai Watershed Alliance;

     (2)  Management of ungulates, weeds, and invasive species and monitoring streams and making other improvements in watersheds owned by the members of the East Molokai Watershed Partnership;

     (3)  Construction and installation of a protective fence through upper Puaahala, Kaamola, Keawa Nui, West Ohia, East Ohia, Manawai, Kahananui, Ualapue, and Kaluaaha ahupuaa for watershed areas on the island of Molokai;

     (4)  Construction and installation of a protective fence for the central Opaeula watershed on the island of Oahu;

     (5)  Construction and installation of a protective fence in the Waiawa rain forest on the island of Oahu; and

     (6)  Repairs of the protective fence located in the Keauhou, Kau area on the island of Hawaii.

     The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2018.
