A BILL FOR AN ACT

 

 

RELATING TO PUBLIC SAFETY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the State's first responders and emergency responders work in facilities that are aging and located in Hawaii tsunami zones.  The legislature further finds that the Hawaii technology development corporation recently purchased phase II of Mililani technology park to centralize first responders and state information technology and cyber security facilities.  According to the Pacific Disaster Center's tsunami hazard map, this parcel of land is located outside a designated Hawaii tsunami zone and has the potential to serve various state emergency responding agencies.  In addition, the State is partnering with the city and county of Honolulu to relocate city emergency responder facilities and services to the same parcel of land.

     The purpose of this Act is to centralize various state public safety facilities to enable the sharing of resources and support services.

     SECTION 2.  (a)  The department of defense, department of public safety sheriff division, department of land and natural resources division of conservation and resources enforcement, Hawaii emergency management agency, and office of enterprise technology services shall relocate to a joint facility identified as tax map key no. 9-5-09-57 by December 30, 2030.

     (b)  Each department or agency identified in subsection (a) shall submit a plan to the legislature no later than December 30, 2020.

     Specifically, each plan shall include or address:

     (1)  An identification, including the address, of each facility to be closed by the department or agency;

     (2)  An identification of facilities proposed to be constructed within the joint facility;

     (3)  Funding recommendations to facilitate the relocation; and

     (4)  The transition of personnel to the joint facility.

     SECTION 3.  This Act shall take effect upon its approval.

Description:
