     Your Committees on Water & Land and Energy & Environmental Protection, to which was referred H.B. No. 2595 entitled:

 

"A BILL FOR AN ACT RELATING TO WATERSHEDS,"

 

beg leave to report as follows:

 

     The purpose of this measure is to appropriate moneys to the Department of Land and Natural Resources to conduct improvements, repairs, and maintenance of watersheds throughout the State.

 

     The Department of Land and Natural Resources, Department of Water of the County of Kauai, Board of Water Supply, Hoomana Pono, LLC, Hoomanapono Political Action Committee, The Nature Conservancy of Hawaii, Big Island Invasive Species Committee, Coordinating Group on Alien Pest Species, Kaluaaha Ranch, Hawaii Association of Watershed Partnerships, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, Ben Dyre Family Limited Partnership, Princeville Utilities Company, Inc., Kapualei Ranch, Grove Farm Company, Kauai Watershed Alliance, Maui Conservation Alliance, Sierra Club of Hawaii, and a few individuals supported this measure.

 

     Your Committees have amended this measure by changing its effective date to July 1, 2050, to encourage further discussion.

 

     As affirmed by the records of votes of the members of your Committees on Water & Land and Energy & Environmental Protection that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 2595, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 2595, H.D. 1, and be referred to your Committee on Finance.
