RELATING TO TRANSPORTATION. Temporarily exempts the Department of Transportation and its contractors from certain state requirements for certain bridge rehabilitation projects by extending the end date to June 30, 2022. Effective 6/29/17. (SD1)

RELATING TO AERONAUTICS. Replaces criminal penalties for certain airport offenses addressed in the laws relating to aeronautics or in certain administrative rules or orders issued pursuant thereto, with a civil penalty. Takes effect on 1/7/2059. (SD1)

RELATING TO HOMELAND SECURITY. Establishes the Hawaii State Fusion Center as a program under the Office of Homeland Security and establishes the position of Hawaii State Fusion Center Director who shall be state-funded, responsible to the Director of Homeland Security, and accountable to manage the day-to-day operations of the fusion center. RELATING TO THE ZERO TO THREE COURT. Appropriates funds for staff positions and various services to support the Hawaii zero to three court.

RELATING TO NATIVE HAWAIIAN HIGHER EDUCATION. Establishes an undergraduate health sciences academy at the University of Hawaii to increase recruitment and retention of Native Hawaiian, Pacific Islander, and first generation college students. Makes an appropriation.
