RELATING TO PUBLIC EMPLOYEES' FRINGE BENEFITS.

Requires the EUTF's actuary to prepare a valuation report annually. Requires the annual valuation to include an update of assumptions specific to the fund that are not updated pursuant to section 88-105, HRS, as deemed necessary by the actuary at least once in each three-year period. Reduces the maximum period between experience studies of the ERS from five years to three years. Effective 1/7/2059. (SD2)

Provides a means for the EUTF to void claims for reimbursement of medicare part B premiums or any other debt payable that total less than $500 and are older than ten years. Effective 1/7/2059. (SD2)

Makes an appropriation to the department of budget and finance for collective bargaining cost items related to the transition of the operation of Maui regional hospitals to Maui Health Systems, a Kaiser Hospital. (SD1)

Makes an emergency appropriation to provide funds for Department of Human Resources Development to pay claims as required under the Hawaii Workers' Compensation Law, chapter 386, Hawaii Revised Statutes.

RELATING TO THE HAWAII LABOR RELATIONS BOARD.

Allows the Hawaii Labor Relations Board to send written notice of a hearing under the Hawaii occupational safety and health law electronically. Requires the party seeking judicial review to bear the cost of preparing a transcript, except as provided by law, in which case the Board shall bear the cost of preparing the transcript. (SD1)

RELATING TO WORKERS' COMPENSATION.

Stipulates that the auditor will contract with a suitable entity to conduct a study of closed claims in the workers' compensation system that includes the study of processing time for closed claims. Extends the deadline for the study to 11/30/2018 and the deadline for the legislative report to twenty days prior to the regular session of 2019. Makes an appropriation for the study. Takes effect 1/7/2059. (SD1)

RELATING TO LABOR.

Requires certain employers with fifty or more employees to provide sick leave to service workers for specified purposes under certain conditions. Defines the terms "service worker" and "employer". Provides that an employee need not exhaust all family leave benefits prior to using victim leave benefits. Allows parties to a valid collective bargaining contract executed on or after 1/1/2018 to waive the paid sick leave requirement if certain notification requirements are met. Takes effect 1/7/2059. RELATING TO EMPLOYMENT.

Clarifies the grounds under which an employer may take employment action without committing a discriminatory practice. Takes effect on 1/7/2059. (SD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:

     Testifier's name with position/title and organization;

     The Committee(s) to which the comments are directed;

     The date and time of the hearing; and

     Measure number.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
