Appropriates funds as a grant-in-aid to the Office of the Prosecuting Attorney for Hawaii County Career Criminal Prosecution Unit.  Effective 7/1/2050.  (SD1)

RELATING TO CAMPAIGN FINANCE.

Establishes an exemption from the prohibition against using election campaign funds to make charitable donations or to award scholarships during the period from the filing of nomination papers to the date of the general election, for candidates who are already declared elected to office after running unopposed in an election or who would be unopposed in the general election.  Takes effect on 1/7/2059.  (SD1)

Authorizes the use of arbitration to resolve certain family law disputes.  Specifies law applicable to arbitrations.  Takes effect on 1/7/2059.  (SD1)

RELATING TO MATERIAL WITNESS ORDERS.

Allows the circuit court or family court to issue a material witness order in cases initiated through felony complaint, indictment, or information.  Takes effect on 1/7/2059.  (SD1)

RELATING TO INFORMATION PRACTICES.

Allows the office of information practices to adopt rules that all state and county agencies subject to the Uniform Information Practices Act must follow for consistency in agency record protection responsibilities.  Takes effect on 1/7/2059.  (SD1)

RELATING TO THE COMMUNITY COURT OUTREACH PROJECT.

Establishes a community court outreach project in the City and County of Honolulu from July 1, 2017, to June 30, 2020.  Requires, under the project, the Judiciary to operate a mobile court that travels to community sites where defendants cited or arrested for nonviolent offenses live or congregate and disposes of the cases after plea agreements have been reached by the Honolulu prosecuting attorney and public defender.  Appropriates general funds.  Takes effect on 1/7/2059.  (SD1)

RELATING TO THE ESTATE AND GENERATION-SKIPPING TRANSFER TAXES.

Clarifies the situs of property where the property is held by the decedent through a single member limited liability company that has not elected to be taxed as a corporation.  Eff. 1/1/2050.  (SD1)

RELATING TO STATUTORY REVISION:  AMENDING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES AND THE SESSION LAWS OF HAWAII FOR THE PURPOSES OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, AND DELETING OBSOLETE OR UNNECESSARY PROVISIONS.

Amends various provisions of the Hawaii Revised Statutes and the Session Laws of Hawaii for the purposes of correcting errors and references, clarifying language, and deleting obsolete or unnecessary provisions.  (SD1)

RELATING TO THE ENVIRONMENTAL COURTS.

Exempts all proceedings relating to parking violations under certain administrative rules from the exclusive, original jurisdiction of the environmental courts.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

PAPER:  2 copies (including an original) to Room 302 in the State Capitol;

FAX:       For testimony less than 5 pages in length, transmit to 808-586-6531 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or

WEB:     For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
