RELATING TO CIVIL RELIEF FOR STATE MILITARY FORCES.

Conforms Chapter 657D, Hawaii Revised Statutes, concerning civil relief for state military forces to the federal Servicemember's Civil Relief Act. Waives filing fees and court costs for a service member or other person seeking to enforce rights pursuant to Chapter 657D. (HB1526 HD1)

Establishes a two-year agricultural theft and vandalism pilot project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the county of Hawaii. Appropriates funds.

Requires the Department of Public Safety in collaboration with county and state agencies to issue civil identification cards to inmates and to assist inmates in obtaining their birth certificate, social security card, and other relevant identification necessary for successful reentry into society. RELATING TO INCOME WITHHOLDING FOR CHILD SUPPORT.

Amends the income withholding requirements to impose a fine against any employer who (1) discharges from employment, refuses to employ, or takes disciplinary action against any noncustodial parent subject to income withholding or (2) fails to withhold support from income or pay the amounts to the Child Support Enforcement Agency or clerk of the court. Establishes the Hawaii Airport Corporation within the Department of Transportation for administrative purposes, to be operational on July 1, 2018. Sets out appointment of members to the board of directors and powers and duties of the Hawaii Airport Corporation. Transfers the aeronautics functions of DOT to the Hawaii Airport Corporation. RELATING TO INDUSTRIAL HEMP.

Makes modifications to the Industrial Hemp Pilot Program, including allowing an application to grow industrial hemp to be submitted at any time during the year in which the applicant plans to grow industrial hemp. (HB96 HD1)
