RELATING TO PUBLIC AGENCY MEETINGS. Allows county council members to transmit certain government records to other county council members under specified conditions. Effective 7/1/2050. Sunsets on 6/30/2019. (SD1)

RELATING TO PUBLIC RECORDS. Provides that an agency may seek a declaratory judgment in circuit court that a requester is a vexatious records requester if the agency demonstrates that the person has established a clear pattern of conduct that amounts to an abuse of a process established by the Uniform Information Practices Act. Effective 7/1/2050. Repeals on 6/30/2020. (SD1)

RELATING TO TECHNOLOGY TRANSFER AT THE UNIVERSITY OF HAWAII. Makes certain sections of the State Code of Ethics inapplicable to technology transfer activities sponsored by University of Hawaii if the activities comply with the regulatory framework and research compliance program approved by the Board of Regents. Requires the Board of Regents to submit written status reports to the legislature every year. Repeals on June 30, 2022. (SD1)

RELATING TO COASTAL ZONE MANAGEMENT. Prohibits variances for installation of shoreline hardening structures in shoreline areas, unless a public hearing is held, the applicant demonstrates that the shoreline hardening structure is necessary to protect an existing legal object, structure, or activity from damage due to shoreline erosion, and the object, structure, or activity cannot reasonably be protected by relocating it outside of the shoreline area. Effective 7/1/2050. (SD1)

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT. Reduces the minimum Hawaiian blood quantum requirement of certain successors to lessees of Hawaiian home lands from one-quarter to one thirty-second. Effective upon approval of governor and U.S. Congress. (SD1)

RELATING TO ORDERS FOR TREATMENT OVER OBJECTION. Authorizes psychiatric treatment by administrative order despite a patient's objection for patients admitted to the Hawaii State Hospital and pretrial detainees or committed persons in the custody of the Department of Public Safety. Establishes criteria for issuing court or administrative order and the process to determine whether administrative order should be issued for psychiatric treatment over the patient's objection. Effective 7/1/2050. (SD1)

RELATING TO REPORTS OF CHILD ABUSE. Brings the State into compliance with the federal Justice for Victims of Trafficking Act of 2015 and the federal Child Abuse Prevention and Treatment Act of 2010. Amends the definition of "child abuse or neglect" to include sex trafficking. Clarifies that child abuse and neglect reports that are expunged from the State's central registry may be retained by the Department of Human Services for future risk and safety assessment purposes. Deletes the child abuse investigation disposition of "unsubstantiated" and replaces it with "not confirmed". Takes effect 5/29/2017. (SD1)

RELATING TO INTIMATE PARTNER VIOLENCE. Requires barber, beauty operator, and instructor licensees under the board of barbering and cosmetology to complete a one-time, three-hour training program on intimate partner violence awareness and education. (SD1)
