RELATING TO INFORMATION PRACTICES.

Allows the office of information practices to adopt rules that all state and county agencies subject to the Uniform Information Practices Act must follow for consistency in agency record protection responsibilities.

RELATING TO ETHICS.

Exempts gifts received by an elected or appointed official on behalf of the State from gift reporting requirements under the ethics code.  Requires the gift to be publicly recorded as property of the State and allows the gift to remain with the official's agency or be transferred to the state archives or state foundation on culture and arts at the end of the official's term.

RELATING TO CAMPAIGN SPENDING.

Clarifies that increased fines may apply if a noncandidate committee fails to timely file a second preliminary general report.

RELATING TO ELECTION CAMPAIGN REPORTING.

Requires a candidate or noncandidate committee to inform the Campaign Spending Commission if the candidate or noncandidate committee does not intend to receive or spend contributions and expenditures that aggregate more than $1,000 in an election period.

RELATING TO THE STATE AND COUNTY CONTRIBUTIONS TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

RELATING TO CRIMINAL TRESPASS.

Adds the offense of criminal trespass onto state lands to the penal code.  Amends criminal trespass in the second degree to apply to government agricultural property regardless of whether it is fenced, enclosed, or otherwise secured.
