Amends the definition of debilitating medical condition to include lupus, epilepsy, multiple sclerosis, arthritis, and autism as conditions that qualify for the legal use of medical marijuana. Takes effect on 1/7/2059. (SD2)

Amends Hawaii Revised Statutes and Hawaii Administrative Rules to substitute references to "medical marijuana" and like terms with "medical cannabis" and like terms. Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:

     Testifier's name with position/title and organization;

     The Committee(s) to which the comments are directed;

     The date and time of the hearing; and
