RELATING TO HEALTH INSURANCE. Requires all health insurers, including health benefits plans under chapter 87A, HRS, to disclose on, or have accessible through, their public web sites any medical policies used for making preauthorization decisions. Disclosure requirements effective 1/1/2018. (SD1)

Makes various updates to title 24, Hawaii Revised Statutes, including: requiring health care providers to continue providing services during a health insurer insolvency; moving the short-term health insurance preexisting disclosure requirement to a more appropriate article; correcting a technical error in the definition of "perceived gender identity"; clarifying that health insurers are part of the Hawaii life and disability insurance guaranty association; and making housekeeping amendments. RELATING TO IN VITRO FERTILIZATION INSURANCE COVERAGE. Removes discriminatory requirements for mandatory insurance coverage of in vitro fertilization procedures to create parity of coverage for same-sex couples, unmarried women, and male-female couples for whom male infertility is the relevant factor. RELATING TO SCHOOL-BASED HEALTH SERVICES. Formally establishes the Hawaii keiki: healthy and ready to learn program within the department of education. Establishes a special fund and appropriates moneys to expand and sustain the program and for an evidence-based vision screening tool. Appropriates funds to establish school health service coordinator positions in DOH and DHS. Effective 7/1/2050. (SD2)

RELATING TO TIER II FILING FEES FOR REPORTING OF HAZARDOUS SUBSTANCES. Changes the Hawaii Emergency Planning and Community Right-To-Know Act, Tier II filing fee from $100 to $200 to provide needed preparedness resources to Local Area Planning Committees.

RELATING TO TUBERCULOSIS TESTING. Requires the department of health to accept FDA-approved, CDC-recommended tuberculosis (TB) blood tests in addition to the TB skin test for the purpose of obtaining a certificate of TB examination. Amends the law requiring tuberculosis clearance prior to public school entry to be in accordance with law in addition to department of health rules. Clarifies that the department of health's administrative rules regarding the use of the Mantoux tuberculin skin test or chest x-rays in obtaining a certificate of tuberculosis examination shall remain in effect until amended to include the addition of TB blood tests as an acceptable TB diagnostic.

RELATING TO SERVICE AREA BOARDS. Amends statutory provisions relating to quorum and voting requirements for service area boards on mental health and substance abuse. Designates service area boards on mental health and substance abuse within the department of health for administrative purposes.

RELATING TO STATE COUNCIL ON MENTAL HEALTH. Amends the membership of the State Council on Mental Health, defines quorum for the Council, and specifies number of votes required to constitute valid acts of the Council. Designates the State Council on Mental Health within the department of health for administrative purposes.

RELATING TO CONTRACEPTIVE SUPPLIES. Authorizes pharmacists to prescribe and dispense self-administered hormonal contraceptive supplies to patients, regardless of a previous prescription from an authorized prescriber. Specifies requirements pharmacists must meet prior to prescribing and dispensing contraceptive supplies. Enables pharmacists to be reimbursed for prescribing and dispensing contraceptive supplies. RELATING TO HEALTH. Authorizes pharmacists to administer the human papillomavirus, Tdap (tetanus, diphtheria, pertussis), meningococcal, or influenza vaccine to persons between eleven and seventeen years of age. Specifies requirements pharmacists must meet prior to administering the human papillomavirus, Tdap (tetanus, diphtheria, pertussis), meningococcal, or influenza vaccine. (SD1)

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT. Updates the Uniform Controlled Substances Act to make it consistent with amendments in federal controlled substances law as required under the authority to schedule controlled substances. Takes effect on 1/7/2059. (SD1)

RELATING TO THE HEALTH CARE PRIVACY HARMONIZATION ACT. Identifies certain circumstances under which the State has a compelling interest in the disclosure, use, and production of de-identified protected health information under the Health Care Privacy Harmonization Act; provided that the information has been de-identified pursuant to title 45 Code of Federal Regulations part 164.
