RELATING TO EMPLOYEES.

Proposed HD2: Makes an appropriation to the Department of Budget and Finance for collective bargaining cost items relating to the transition of affected Maui region hospital employees to employment with Maui Health System, a Kaiser Foundation Hospitals LLC. Authorizes the affected employees to purchase credited service to qualify or increase the percentage of the base monthly contributions that the State pays to the EUTF. Repeals chapter 89E, HRS, and Act I, Second Special Session, Session Laws of Hawaii 2016.

Authorizes the Hawaii Employer-Union Health Benefits Trust Fund to employ staff through the civil service system. Appropriates funds.

RELATING TO PROCUREMENT.

Repeals the requirement that certain applicants for procurement contracts for health and human services possess all licenses necessary to conduct the subject business. Repeals the requirement that all contracts include only costs, fees, and taxes reflected on the face of the proposal.

RELATING TO WORKERS' COMPENSATION.

Allows an employee to have a chaperone present during the medical examination relating to a work injury under workers' compensation and, with the approval of the examining physician or surgeon, to record the medical examination. Specifies that a chaperone shall not obstruct medical exams.

Reduces the percentage of average final compensation used to calculate the retirement allowance for a member who first earned credited service as a judge after June 30, 2050, to two per cent.

RELATING TO JUDGES.

Authorizes the Chief Justice of the Supreme Court to establish district family courts. Increases the number of judges of the District Court of the Second Circuit from three to four judges. Makes housekeeping amendments to laws relating to the composition of judges of the circuit courts, district courts, and family courts.

RELATING TO CHILD CARE FACILITIES.

Requires the Department of Human Services (DHS) to post on its website, reports of child care facility inspections beginning with inspections occurring on January 1, 2019, and suspected or actual complaint violations, including DHS's findings and corrective actions. Appropriates funds to implement and comply with the reporting requirements for child care facilities.

Status

RELATING TO HUMAN SERVICES.

Requires Department of Human Services (DHS) registered or licensed child care facilities to: (1) Place any child less than a year old on the child's back to sleep; (2) Discuss the Safe Sleep Policy with the child's parent or legal guardian before the child is enrolled in the facility; (3) Complete training in safe sleep practices; and (4) Report the death of a child, employee, or household member, and any illness or injury received at the facility to DHS within one working day of occurrence.

Status

RELATING TO VACATION RENTALS.

Allows transient accommodations brokers to register as tax collection agents to collect and remit general excise and transient accommodations taxes on behalf of operators and plan managers using their services for vacation rentals. Ensures that the subject property is in compliance with applicable land use laws. Allocates $1,000,000 of TAT revenues to each county for FY 2017-2018. Sunsets on 12/31/2022.
