RELATING TO CONFORMITY TO THE INTERNAL REVENUE CODE.

Conforms Hawaii income and estate and generation-skipping transfer tax laws to the Internal Revenue Code of 1986, as amended as of December 31, 2016.  Effective 1/1/2050.

RELATING TO WITHHOLDING TAX.

Changes the frequency of filing returns of taxes withheld on wages paid from monthly to quarterly for all employers.

Status

RELATING TO TAXATION.

Delays the reviews by the Auditor of tax exemptions, exclusions, credits, and deductions.  Provides the Auditor with access to DOTAX records for the reviews and authorizes the Auditor to include data from the records in its reports to the legislature that do not explicitly identify any specific taxpayer.  Adds the organic foods production income tax credit to the schedule of review.  Amends the review criteria regarding the legislative purpose of an exemption, exclusion, credit, or deduction to provide more discretion to the Auditor.  Appropriates funds to the Auditor for fiscal year 2018-2019; requires report to legislature.  Effective 7/1/2018.

RELATING TO THE DISPOSITION OF EXCESS GENERAL FUNDS AUTHORIZED UNDER ARTICLE VII, SECTION 6, OF THE CONSTITUTION OF THE STATE OF HAWAII.

Implements the state constitutional amendment of Senate Bill No. 2554 of the Regular Session of 2016 that authorizes the disposition of excess general fund revenues to pre-pay general obligation bond debt service or pension or other post-employment benefit liabilities.  Takes effect 6/30/2017.

RELATING TO THE FEDERAL FUNDING POLICY STUDY.

Changes the agency responsible for preparing the federal funding policy study required under Act 225, Session Laws of Hawaii 2016, from the Office of the Governor to B&F.  Makes an appropriation.

Status

RELATING TO DEFERRED MAINTENANCE.

Requires the Governor to prepare a deferred maintenance plan to gradually eliminate the deferred maintenance costs of all state-owned buildings, facilities, and other improvements.  Requires the initial plan to be submitted to the Legislature with the executive budget for the fiscal biennium 2019-2021.  Requires the Governor to prepare annual updates.  Imposes the same requirements on the Chief Justice for Judiciary-owned buildings, facilities, and other improvements.  Makes an appropriation to the Office of the Governor and to the Judiciary.  Takes effect 7/1/2050.

Status

RELATING TO COUNTIES.

Allows the counties to make short term investments with similar authority as the state director of finance.  Requires counties' investments in bonds of any improvement district to be of investment grade or supported by the general obligation pledge of the county in which the improvement district is located.
