RELATING TO THE UNIVERSITY OF HAWAII. Appropriates funds to UH for positions to implement capital improvement projects.

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates moneys for the University of Hawaii Sea Grant College Program to develop a communication and outreach plan for emergency management and disaster preparedness, update the Homeowner's Handbook to Prepare for Natural Hazards, and conduct education and outreach throughout the State.

RELATING TO CORAL. Requires UH to conduct a study on the effects of sunscreen on Hawaii's coral reefs and report to the Legislature. Appropriates funds.

RELATING TO PRIVATE FLIGHT SCHOOLS. Requires the Department of Commerce and Consumer Affairs to authorize and regulate private flight schools that meet certain requirements. Relieves the Department of the duty to receive, arbitrate, investigate, and process complaints made against flight schools.

RELATING TO PUBLIC SCHOOLS. Requires the City and County of Honolulu to transfer to the Department of Land and Natural Resources all property upon which a public school is situated.

RELATING TO TAXATION. Establishes an income tax credit for host families of foreign exchange students, fellows, and interns.

RELATED TO PUBLIC LIBRARIES. Authorizes the Board of Education to contract for private groundskeeping services for public library properties.

RELATING TO TEACHER INCENTIVES. Clarifies that funds for bonuses required by statute or collective bargaining shall not be paid out of a charter school's facilities funding or per-pupil funds. Requires, beginning with fiscal year 2018-2019, that such bonuses be separate line items in the budget. Appropriates funds for teacher bonuses for hard-to-fill placement incentives and National Board certified teacher incentives for charter school teachers.

RELATING TO EDUCATION. Expands the National Certification Incentive Program to provide monetary incentives to school psychologists. Authorizes continuing bonuses for school psychologists in certain designated schools that improve and no longer carry a certain designation.

RELATING TO EARLY LEARNING. Makes an appropriation for the Executive Office on Early Learning to enter into contracts with third-party providers for family-child interaction learning organizations.

RELATING TO THE PRESCHOOL OPEN DOORS PROGRAM. Repeals the priority given by the preschool open doors program to children who are not eligible to attend public school kindergarten in the calendar year in which they turn five years of age because their birth date occurs after the kindergarten eligibility date. Extends priority to underserved or at-risk children; provided that priority is given to children whose family income is at or below 250 percent of the federal poverty level.

RELATING TO EARLY LEARNING. Broadens the scope of the Early Learning Program to include early childhood development. Expands the function of the Early Learning Board beyond an advisory capacity and amends the composition and powers of some board members. Allows the Early Learning Board to appoint the director of the Executive Office on Early Learning.

RELATING TO SCHOOL MEALS. Requires the Department of Education to provide free school meals to children who are eligible for free or reduced-price school meals, based on the United States Department of Agriculture's most current income eligibility guidelines. Appropriates funds.

RELATING TO THE HAWAII TEACHER STANDARDS BOARD. Appropriates moneys from the general fund for two specialist II positions within the Hawaii Teacher Standards Board.

RELATING TO SCHOOL IMPACT FEES. Exempts affordable housing units, additions to existing dwelling units, accessory dwelling units, and ohana dwelling units from school impact fee requirements.

RELATING TO HOMEBUYER ASSISTANCE. Expands the Downpayment Loan Program to provide greater assistance to low and moderate income first-time homebuyers.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Appropriates moneys for Hawaii Public Housing Authority to hire an additional security guard to improve security and monitoring at the Alu Street Gate of Kalihi Valley Homes.

RELATING TO HOUSING. Expands the types of rental housing projects that can be exempted from general excise taxes. Allows the terms of collective bargaining agreements and associated provisions to be deemed the prevailing wages and terms serving as the basis of compliance with chapter 104, Hawaii Revised Statutes, for the construction of certain rental housing projects.

RELATING TO HOMEOWNERSHIP. Establishes within HPHA the Section 8 Voucher Homebuyer Assistance Program for recipients of federal Section 8 Housing Choice vouchers. Authorizes issuance of revenue bonds. Authorizes HPHA to make downpayment loans to eligible borrowers. Establishes a special fund. Appropriates funds.

RELATING TO AN INFRASTRUCTURE DEVELOPMENT LOAN REVOLVING FUND. Establishes the Infrastructure Development Loan Revolving Fund to make loans to developers to finance the costs of the infrastructure of affordable rental and fee simple housing developments. Appropriates funds.

RELATING TO LAND TRANSFER. Transfers title, custody, and control of two parcels of land identified as Tax Map Key No. 370120070000 and Tax Map Key No. 370040030000, from the State of Hawaii to the Hawaii Housing Finance and Development Corporation.
