Broadens the Water Infrastructure Loan Program to include loans made to water utilities.  Amends the definition of "water infrastructure charge" to include on-bill charges to be imposed on water utilities and the definitions of "water infrastructure equipment", "water infrastructure loans", and "loan program" to include water tanks.

RELATING TO IMPORTANT AGRICULTURAL LANDS.

Requires the counties to make recommendations for important agricultural lands by 6/30/2019 or forfeit that right to the Land Use Commission.  Extends the period to claim important agricultural land qualified agricultural cost tax credits by 10 years and amends qualified agricultural costs and the amount of the credit. Appropriates funds.

Appropriates funds for certification of a reforestation carbon project at Haleakala, Maui, operated by DLNR, under an established forest carbon standard certification system.  Requires DLNR to submit an annual report on the project certification to the legislature.

MAKING AN APPROPRIATION FOR HE‘EIA NATIONAL ESTUARINE RESEARCH RESERVE.

Appropriates funds for Fiscal Year 2018-2019 for the initial staff positions that are necessary to develop and manage the He‘eia National Estuarine Research Reserve and its programs.

RELATING TO MARINE EVENTS.

Requires the submission of permit applications for regattas, marine parades, or surfing contests to DLNR at least 45 days before a proposed event.  Requires DLNR to approve or deny permits within 30 days of receiving a completed application.  Allows DLNR to assess and collect a fee for permit processing.

RELATING TO UNFUNDED LIABILITIES.

Establishes the Rate Stabilization Reserve Fund within the Employer-Union Health Benefits Trust Fund to help subsidize the costs of providing health and other benefit plans for retirees and their beneficiaries.  Caps employer contributions to the OPEB trust fund, which are made to prefund the unfunded actuarial accrued liability of the EUTF, when the separate accounts for each public employer within the OPEB trust fund have a combined balance of at least $2,000,000,000.

RELATING TO ADDRESSING THE HEALTH UNFUNDED LIABILITY.

Requires the auditor to study the feasibility of providing health benefits to state and county employees using a self-insured model.  Makes an appropriation.
