RELATING TO THE MORTGAGE INTEREST DEDUCTION. Eliminates the mortgage interest deduction for second homes under the Hawaii Income Tax Law. Specifies that the revenue gain attributable to this measure be deposited into the Rental Housing Revolving Fund. Requires the Department of Budget and Finance, in consultation with the Department of Taxation, to submit a report on the administration of this measure to the Legislature prior to the 2018, 2019, 2020, 2021, and 2022 Regular Sessions.

RELATING TO HOMEOWNERS ASSOCIATIONS. Requires the Auditor to conduct a study, including a cost analysis, on the necessity and feasibility of establishing an agency within the Department of Commerce and Consumer Affairs to regulate homeowners associations, and to submit a report of its progress to the Legislature prior to the 2018 Regular Session. Appropriates funds.

RELATING TO REAL ESTATE INVESTMENT TRUSTS. Temporarily disallows the deduction for dividends paid by real estate investment trusts for a period of 15 years, but with an exception for dividends generated from trust-owned housing that is affordable to households with incomes at or below 140% of the median family income.

RELATING TO APPROPRIATIONS TO ADDRESS HOMELESSNESS. Appropriates funds to the Department of Human Services for the coordinated statewide homeless initiative, subject to certain conditions.

RELATING TO THE HEALTHY AGING PARTNERSHIP PROGRAM. Appropriates funds for the Healthy Aging Partnership Program to further the program's important role in improving the health and well-being of Hawaii's kupuna.

RELATING TO KUPUNA CARE. Requires the Executive Office on Aging to establish the Kupuna Caregivers Program to assist community members who are providing care for elders to stay in the workforce. Clarifies the kupuna service and support options provided by area agencies on aging within the program. Appropriates funds for establishing and implementing the program.

RELATING TO CESSPOOLS. Amends the cesspool upgrade, conversion, or connection income tax credit to make it assignable and refundable, applicable to more cesspools, and applicable through 12/31/2022. Requires upgrade, conversion, or connection to the sewer system of all cesspools in the State before 2050. Establishes a grant program to mitigate costs. Appropriates funds.

RELATING TO SCHOOL-BASED HEALTH SERVICES. Formally establishes the Hawaii Keiki: Healthy and Ready to Learn Program within the Department of Education. Establishes a dedicated special fund and positions within the Departments of Health and Human Services to support the program. Makes appropriations.

RELATING TO MEDICAL MARIJUANA. Establishes the Office of Medical Marijuana Administration in DOH to administer dispensary system and patient registration. Extends civil service exemptions and interim rulemaking authority. Requires an alternate tracking system for use when the DOH computer tracking system is nonfunctional. Adds considerations for establishing testing standards and selecting additional dispensary licensees. Specifies retention requirements for video security recordings.

RELATING TO EMERGENCY MEDICAL SERVICES. Repeals the Emergency Medical Services Special Fund and appropriates an equal amount of general funds to the Department of Health for emergency medical services. Establishes a pilot program and authorizes TAT expenditure for county regulation and operation of ambulance services. Establishes and appropriates funds for a community paramedic pilot program.

RELATING TO HEALTH INSURANCE. Ensures that benefits of the Affordable Care Act are preserved under State law in the case of repeal of the ACA by Congress. Preserves the individual mandate, minimum essential benefit requirements, extended dependent coverage, and prohibitions on preexisting condition exclusions and gender discrimination in premiums and costs. Establishes a trust fund and procedures to reimburse insurers for unrecouped costs of providing minimal essential insurance benefits.
