RELATING TO TECHNOLOGY DEVELOPMENT.

Appropriates funds for grants to participants in the 2017 and 2018 Hawaii annual code challenges so that the proof of concepts created during the challenges can be developed into prototypes.  Requires matching funds.  Effective 7/1/2038.  (HD1)

RELATING TO PUBLIC-PRIVATE PARTNERSHIPS.

Establishes and funds a State Public-Private Partnership Coordinator position within the Department of Business, Economic Development and Tourism to manage public-private partnerships entered into by the State and associated contracts, proposals, and negotiations.  Public-private partnerships entered into by Hawaii public housing authority are exempted from this Act.  (HB627 HD2)

Deletes "every fifth year reporting" requirement by the greenhouse gas emissions reduction task force to the Legislature and changes who is authorized to appoint the panel to conduct the evaluation of the energy systems development special fund projects.
