Replaces the current renewable energy technology systems tax credit with tax credits for solar energy property, wind energy property, and energy storage property.  Applies to taxable years beginning after 12/31/2017.  Sunsets tax credit 12/31/2035.  Effective 7/1/2050.  Applies to taxable years beginning after 12/31/2050.  (SD2)

Addresses deficiencies in Hawaii's fuel shortage response and energy emergency (energy assurance) statutes; provides policy guidance on preparing for, responding to, recovering from, and mitigating against any actual or potential energy supply disruption or shortage to preserve the State's energy security and to ensure that fuel products and energy resources are made available to emergency services and the public in an orderly, efficient, and safe manner.  (SD2)

Authorizes the issuance of special purpose revenue bonds to assist Maui All Natural Alternative, LLC with the development of a project to provide municipal sludge processing and renewable energy at the Wailuku-Kahului wastewater reclamation facility on Maui.

Proposed HD1:  REQUESTING THE PUBLIC UTILITIES COMMISSION TO ESTABLISH PERFORMANCE BASED REVENUE MECHANISMS THAT DIRECTLY TIE AN ELECTRIC UTILITY'S REVENUES TO THE UTILITY'S ACHIEVEMENT ON PERFORMANCE METRICS.

URGING THE OFFICE OF ENVIRONMENTAL QUALITY CONTROL, IN COOPERATION WITH THE DEPARTMENT OF THE ATTORNEY GENERAL AND THE LEGISLATIVE REFERENCE BUREAU, TO PREPARE ENVIRONMENTAL AND LEGAL OPINIONS OF FUTURE STATE REGULATIONS AND LEGISLATION THAT MIGHT BE DEEMED NECESSARY TO COMBAT CLIMATE CHANGE AND PREVENT THE REGRESSION OF ENVIRONMENTAL PROTECTION.
