RELATING TO MOVIE THEATRES.

Makes permanent the requirements that a public accommodation that owns, leases, leases to, or operates a motion picture theater in more than two locations in the State must under certain conditions provide open movie captioning, and audio description upon request of any motion picture that is produced and offered with audio description.

Authorizes the organization of low-profit limited liability companies as business entities for the accomplishment of charitable or educational purposes and not for the significant purpose of production of income or appreciation of property.

Amends section 201-113, Hawaii Revised Statutes, to expand funding sources to support creative industries development within the Department of Business, Economic Development, and Tourism; and repeals sections 201-111, 201-112, and 201-114, Hawaii Revised Statutes.

Adopt a more explicit definition of "small business," clarify the powers of the Small Business Regulatory Review Board, increase the number of board members from nine to eleven, and clarify when reporting by the agencies is required for submission to the board and for submission by the board to the Legislature.

Proposed HD1:  Establishes within the Department of Business, Economic Development, and Tourism a broadband coordinator to create the state broadband plan.  Requires report to legislature.  Appropriates funds.

RELATING TO THE HAWAII STATE PLAN.

Proposed HD1:  Makes the goal of the State to provide housing to households with extremely low- to above moderate- income households.  Makes a technical amendment to the state goals of the Hawaii State Planning Act

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;
