A BILL FOR AN ACT

 

 

RELATING TO CASE MANAGERS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  Case managers are essential in the continuum of care.  They work with patients to identify issues and barriers that may be preventing successful outcomes.  They also provide assessment, planning, and other services to patients and their families and improve patients' access to quality healthcare.

The legislature recognizes that case management services assist medicaid beneficiaries in obtaining needed medical and related services.  The legislature also recognizes that for case managers providing medicaid case management services, reimbursements were reduced by approximately three per cent in 2008.

The purpose of this Act is to restore reimbursements for case managers who provide medicaid case management services to levels that immediately preceded the compensation reduction in 2008.

SECTION 2.  Chapter 346, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§346-    Case management services; reimbursements; medicaid.  Notwithstanding any law to the contrary, reimbursements for medicaid case management services shall be based on a rate negotiated by the department of human services; provided that effective July 1, 2017, reimbursement for medicaid case management services provided by a case manager shall reflect an increase of       per cent."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2017.
