A BILL FOR AN ACT

 

 

relating to vision zero.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that vision zero programs are traffic safety programs that are based on the belief that death and injury on roadways are preventable and seek to end traffic deaths and serious injuries.

     The legislature further finds that the idea originated in Sweden, which adopted Vision Zero as a national policy in 1997 and by 2013 had achieved a record low of road accident fatalities.  In 2000, the state of Washington became the first state in the United States to adopt a vision zero program and set an aggressive goal of zero traffic deaths and serious injuries by 2030.  Washington reported that the state averaged twenty-two fewer traffic fatalities and eighty fewer serious injuries each year from 2002 through 2011 and that its national traffic fatality ranking has been lowered from eleventh in 2005 to fourth in 2010.  Many of the country's large cities, including New York City, Boston, Los Angeles, and Chicago, have adopted vision zero type programs.  The Federal Highway Administration is also committed to the vision of eliminating fatalities and serious injuries on our nation's roadways under an approach termed "Toward Zero Deaths."

     The purpose of this Act is to require the department of transportation to adopt and implement a vision zero program.

     Section 2.  (a)  The department of transportation shall implement a vison zero program by July 1, 2018.

     (b)  The goal of the vision zero program shall be to eliminate traffic fatalities and serious injuries in the State by 2030.

     (c)  The department of transportation, in conjunction with the counties, shall take necessary steps to implement the program.

     (d)  The director of transportation may adopt rules, pursuant to chapter 91, Hawaii Revised Statutes, necessary for the purposes of this Act.

     (e)  No later than twenty days prior to the convening of each regular session, the department shall submit a report to the legislature on the progress made toward the goal of eliminating traffic fatalities and serious injuries.

     SECTION 3.  This Act shall take effect on July 1, 2017.
