A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the third senatorial district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $124,437,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2017-2018 for the purpose of capital improvement projects for the third senatorial district, as follows:

1.   Ellison Onizuka Kona International Airport

     A.   Federal Inspections Station.

          Total funding                      $50,000,000

     B.   Agricultural Inspection Station.

          Planning and design           $750,000

          Construction                $8,000,000

          Total funding                       $8,750,000

2.   Kona judiciary complex

     A.   Fixtures, furniture, and equipment to complete facility to open for operation.

          Total funding                       $6,750,000

3.   Kona Community Hospital wastewater treatment plant

     A.   Replacement and upgrade of clinical services and facilities, which may include cardiac or neurologic care.

          Total funding                      $10,000,000

4.   Honaunau elementary school, Hawaii

     A.   Design and construction for new repair and maintenance projects campus-wide, including electrical upgrades, reroofing, and replacing sliding doors, chain link fencing, and railings.

          Design                         $52,000

          Construction                  $385,000

          Total funding                         $437,000

5.   Laiopua 2020

     A.   Water resource development for community homestead villages.

          Total funding                      $12,500,000

6.   Konawaena high school

     A.   Track improvements and football field astroturf installation.

          Total funding                       $3,000,000

7.   Kealakehe high school

     A.   New track and field improvement.

          Total funding                       $3,000,000

8.   West Hawaii community college

     A.   Construction of new classroom complex, Phase 2.

          Total funding                      $20,000,000

9.   Honokohau harbor

     A.   General improvements, ramp and facility repair.

          Total funding                       $5,000,000

10.  Bay clinic Hilo

     A.   Land improvements and construction of new facility.

          Total funding                       $3,000,000

11.  Kau hospital

     A.   Grounds and drainage improvements.

          Total funding                       $2,000,000

     SECTION 2.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2020, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended for the purposes of this Act as follows:

     (1)  The sums appropriated in item 1 shall be expended by the department of transportation;

     (2)  The sums appropriated in item 2 shall be expended by the judiciary;

     (3)  The sums appropriated in items 3, 10, and 11 shall be expended by the department of health;

     (4)  The sums appropriated in items 4, 6, and 7 shall be expended by the department of education;

     (5)  The sums appropriated in item 5 shall be expended by the department of Hawaiian home lands;

     (6)  The sums appropriated in item 8 shall be expended by the university of Hawaii; and

     (7)  The sums appropriated in item 9 shall be expended by the department of land and natural resources.

     SECTION 4.  This Act shall take effect on July 1, 2017.
