A BILL FOR AN ACT

 

 

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The auditor shall conduct a performance audit of:

     (1)  The department of land and natural resources' special land and development fund; and

     (2)  The department of land and natural resources' land conservation fund;

and provide recommendations, as appropriate.

     SECTION 2.  The audit shall review contracts, grants, and memoranda of understanding entered into, awarded by, or otherwise involving:

     (1)  The department of land and natural resources' special land and development fund; and

     (2)  The department of land and natural resources' land conservation fund;

between the period beginning July 1, 2015, through June 30, 2017.  The auditor shall examine whether the funds that were expended by the department of land and natural resources were in accordance with the terms of the contracts, grants, and memoranda of understanding.

     SECTION 3.  The auditor shall conduct an accounting of the funds received and expenditures made by the department of land and natural resources for the purposes of hosting the 2016 International Union for Conservation of Nature World Conservation Congress (IUCN funds), including expenditures of funds appropriated to the department pursuant to Act 62, Session Laws of Hawaii 2016.  The accounting shall include a review of procurements, contracts, grants, subcontracts, and expenditures.

     SECTION 4.  The auditor shall submit a report on the audit and accounting of IUCN funds, including findings, recommendations, and proposed legislation, if necessary, to the legislature no later than twenty days prior to the convening of the regular session of 2019.

     SECTION 5.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 to hire two analysts, one senior analyst, and consultants as necessary, to conduct the audit of the department of land and natural resources and accounting of IUCN funds pursuant to this Act.

     The sums appropriated shall be expended by the auditor for the purposes of this Act.

     SECTION 6.  This Act shall take effect on July 1, 2050.
