A BILL FOR AN ACT

 

 

relating to the hawaii national guard youth challenge PROGRAM.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the mission of the Hawaii national guard youth challenge program is to intervene in and reclaim the lives of sixteen- to eighteen-year-old high school dropouts, and produce program graduates with the values, life skills, education, and self-discipline necessary to succeed as a productive citizen.  The youth challenge program is a competency-based high school diploma program offered in a military-based environment during a twenty-two-week residential phase, followed by a twelve-month phase, during which all youths are matched to an adult mentor to help them enroll in higher education or technical school program, or obtain an entry-level job.

     The legislature further finds that the Hawaii national guard youth challenge program is an award-winning program that has been recognized as one of the nation's most effective and cost-efficient programs for targeting youth who are at greatest risk for substance abuse, teen pregnancy, delinquency, and criminal activity.  Over the years, seventy-eight per cent of challenge graduates receive their high school equivalency diploma, forty-eight per cent join the work force, nineteen per cent continue their education, and six per cent join the military.

     The legislature further finds that the success of the Hawaii national guard youth challenge program is not only due to the classroom work but the youth's participation in activities in their communities.  Presently, the program has seven vans of varying size for recruiting outreach projects and to transport the participants to the community activities.  The average age of these vans is between nine and ten years old, and many of the vans are often out of service due to the frequency of service and repairs necessitated by their age.

     The purpose of this Act is to appropriate moneys for the purchasing of new vans for the Hawaii national guard youth challenge program.

     SECTION 2.  There is appropriated out of the general funds of the State of Hawaii the sum of $100,000 or so much thereof as may be necessary for fiscal year 2017-2018 for the purpose of purchasing three, twelve- to fifteen-passenger vans to transport Hawaii national guard youth challenge program participants.

     The sum appropriated shall be expended by the state department of defense for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2017.
