A BILL FOR AN ACT

 

 

relating to appropriations to address homelessness.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  The legislature finds that the coordinated statewide homeless initiative provides important, cost-effective homelessness prevention and rapid rehousing services statewide and increases coordination through the statewide information and referral system on behalf of homeless individuals and those at risk of homelessness.  In approximately eight months, the initiative provided financial assistance to 1,279 households, thereby assisting 3,992 adults and children who were homeless or at risk of becoming homeless.

Accordingly, the purpose of this Act is to appropriate moneys to continue and improve the coordinated statewide homeless initiative to prevent homelessness and rehouse homeless people in the State.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $3,500,000 or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 to continue and improve the coordinated statewide homeless initiative; provided that the following provisions shall apply:

     (1)  The master contractor shall:

         (A)  Be provided the independent permit to modify the scope of services, eligibility criteria, and program operations; to be informed by the data collected for purposes of continuous program response and adaptation to client needs and service environment;

         (B)  Have the deciding authority over selection of provider agencies;

         (C)  Maintain decisive capacity over levels of staffing, integration of 2-1-1 telephone navigation services, and the operations budget of the program, to maximize operational efficiency;

         (D)  At a minimum, provide quarterly reports to the house of representatives and senate committees on housing and human services, respectively; and

         (E)  Develop reporting procedures and timelines for providing performance information to respective state agencies; and

     (2)  Administrative fees of fifteen per cent shall be taken in total from the state grant; and

     (3)  The total sum of funding shall be provided at the start of the coordinated statewide homeless initiative program to be managed by the master contractor;

provided further that any contracts executed and using the appropriations authorized pursuant to this Act shall not be subject to chapters 42F, 103D, and 103F, Hawaii Revised Statutes.

     The sums appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2017.
