A BILL FOR AN ACT

 

 

relating to military in the arts.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the State's large military community has a diverse range of experience and interests and includes active duty military members, veterans, and their families.  Programs implemented through partnerships with military bases, organizations, and veterans' assistance agencies deliver a wide range of services, including:

     (1)  Healing arts, a program designed to address post-traumatic stress disorder;

     (2)  After-school arts education programming for military dependents;

     (3)  Performances on military bases or discounted rates for military members at community events; and

     (4)  Participation programs in theater, dance, music, visual arts, and literary and cultural activities.

     The purpose of this Act is to encourage relevant programming and partnerships between arts organizations and military bases in the State, military organizations, and veterans' assistance agencies to provide greater access to the arts for active duty military members, veterans, and their families, and to make a significant contribution to the quality of life of the State's military community.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $        or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 to establish an arts in the military program.

     The sums appropriated shall be expended by the state foundation on culture and the arts for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2017.
