A BILL FOR AN ACT

 

 

RELATING TO THE UNIVERSITY OF HAWAII.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Hawaii faces a shortage of teachers for elementary, intermediate, and high schools, which is a matter of statewide concern.  The legislature further finds that the majority of new teachers in Hawaii are recent graduates of University of Hawaii campuses.

     The purpose of this Act is to appropriate funds for a program to promote to high school students:

     (1)  Careers in teaching; and

     (2)  The various programs at University of Hawaii campuses that offer degrees in education.

SECTION 2.  (a)  The University of Hawaii shall encourage current high school students to choose a career in education by administering a promotional campaign for the various colleges, programs, and schools of the University of Hawaii system that offer degrees in education.  The campaign shall include information on the benefits of a degree in education and shall target current high school students.

     (b)  The University of Hawaii shall submit a report to the legislature no later than twenty days before the convening of the regular session of 2019 on:

     (1)  The accomplishments of the program;

     (2)  How the funds for the program were expended;

     (3)  Whether there was an increase in applicants for education programs of the University of Hawaii campuses since program implementation; and

     (4)  Proposed legislation, if any.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for a program to promote the benefits of a degree in education and the various colleges, programs, and schools of the University of Hawaii system that offer degrees in education.

     The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2050.
