Allows notice of a land use violation to be given via a posting on a searchable government website when attempts to serve the notice in person and by mail have been unsuccessful.

RELATING TO WILDLIFE.

Authorizes the department of land and natural resources to enter into the interstate wildlife violator compact or similar agreement for mutual assistance in the enforcement of wildlife laws.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Establishes the community-based marine resources grant program.  Appropriates funds to DLNR for positions and programs in support of community based co-management of near shore marine resources.

RELATING TO DISPOSITION OF TAX REVENUES.

Requires ten per cent or $7,600,000, whichever is less, of conveyance taxes collected to be paid into the land conservation fund.  Requires twenty-five per cent in each fiscal year or $19,000,000, whichever is less, of conveyance taxes collected to be paid into the natural area reserve fund, with specified allocations.  Allows DLNR to use moneys in the forest stewardship fund to administer the program and manage the forest reserve system.

RELATING TO WATER SECURITY.

Establishes a two-year pilot program in the Department of Land and Natural Resources that enables public-private partnerships to provide funds for projects that increase water security.

RELATING TO THE MOLOKAI IRRIGATION SYSTEM WATER USERS ADVISORY BOARD.

Authorizes Molokai irrigation system water users advisory board members to designate an agent, officer, or employee.  Removes requirement that members be an active general excise tax licensee.

RELATING TO THE MAALAEA SMALL BOAT HARBOR.

Appropriates funds for pier improvements at Maalaea small boat harbor.

RELATING TO HONOKOHAU SMALL BOAT HARBOR.

Authorizes the board of land and natural resources to transfer the operation, administration, management, and maintenance of Honokohau small boat harbor to a community-based board of Hawaii county, a public-private partnership, or a private organization.  Appropriates funds for repairs and maintenance of the harbor.

RELATING TO HUNTING.

Establishes the Hawaii apprentice hunting license program. Provides for the issuance of a Hawaii apprentice hunting license to program participants.  Establishes requirements for program participation.  Exempts holder of an apprentice license from taking the required hunter education class prior to licensure under section 183D-22, Hawaii Revised Statutes.

      Status & Testimony

RELATING TO HUNTING ON PRIVATE LANDS.

Requires hunters to obtain written permission from landowners or occupiers or holders of private lands to hunt on private lands.  Effective July 1, 2016.
