Requires the Office of Planning to review and propose updates to the State Planning Act and submit a written report to the Legislature. Makes an appropriation. Effective 7/1/2050. (SD1)

RELATING TO SERVICE OF PROCESS.

Allows notice of a water pollution and solid waste pollution violation to be given via a posting on a searchable government website or a sign conspicuously posted on the property, if appropriate, when attempts to serve the notice in person and by mail have been unsuccessful. Takes effect on 1/7/2059. (SD2)

Status

RELATING TO THE ACQUISITION OF MAKAI LANDS OF KAPUA IN SOUTH KONA ON THE ISLAND OF HAWAII.

Requires the department of land and natural resources, in consultation with The Trust for Public Land, to engage in negotiations to acquire the makai lands of Kapua, island of Hawaii. Authorizes the acquisition to be made through the purchase, sale, or exchange of other real property. Requires the department of land and natural resources to report to the legislature in writing on the status of the negotiations beginning July 1, 2016, and every three months thereafter. Provides that the department of land and natural resources shall attempt to reach an agreement for the acquisition by December 31, 2016; provided that if an agreement is not reached by that date negotiations may continue and the department shall continue to provide quarterly progress reports. Appropriates $500,000 to the department of land and natural resources to conduct due diligence on the makai lands of Kapua and for negotiations to acquire those lands. (SD1)

Status

RELATING TO NATURAL RESOURCES.

Prohibits the sale, offering to sell, purchase, trade, or barter of any part or product from various animal and marine species. Provides exceptions to this prohibition, including for traditional cultural practices protected under the state constitution. Imposes penalties for violations of the prohibition on trafficking animal parts and products. Takes effect 7/1/2050. (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:

     Testifier's name with position/title and organization;

     The Committee(s) to which the comments are directed;

     The date and time of the hearing; and

     Measure number.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to TWO minutes.  This two minute policy will be enforced to ensure fairness and adequate consideration to all bills.
