Establishes the Infrastructure Capacity Construction Loan Revolving Fund to provide loans to counties, state agencies, or private developers for infrastructure improvements. Appropriates funds.

Requires the department of land and natural resources, with the collaboration of the department of agriculture, to identify, purchase, and rehabilitate freshwater reservoirs in central Maui suitable for fishing, agriculture, and aquaponics. Authorizes the issuance of general obligation bonds to fund the purposes of this Act.
