RELATING TO ETHICS TRAINING.

Requires the state ethics commission to offer a more comprehensive ethics training course that is to be completed by persons subject to section 84-41, HRS, within thirty days of taking office or starting employment and once every four years thereafter.  Requires all persons required to file a financial disclosure statement pursuant to section 84-17(d), HRS, to attend an in-person ethics course and all members of a board, as defined in section 92-2 and not included in section 84-17(d); state employees responsible for procurement; state employees who administer state contracts; and state employees who regulate or inspect private organizations to complete an online ethics course.  Takes effect on July 1, 2016.

RELATING TO VIOLATIONS OF THE LOBBYISTS LAW.

Removes the "wilfulness" requirement from violations relating to the failure to file statements or the filing of false statements.

Establishes the offense of resisting arrest in the first degree as a felony and reclassifies the existing resisting arrest misdemeanor offense as resisting arrest in the second degree.

RELATING TO ABUSE OF FAMILY OR HOUSEHOLD MEMBERS.

Adds the mouth and nose of a family or household member to the types of body parts on which pressure that is applied to intentionally or knowingly impede normal breathing or blood circulation shall constitute abuse of a family or household member as a class C felony.

RELATING TO MEDICAL ASSISTANCE FRAUD.

Clarifies that fraudulently applying for or renewing medical assistance benefits is a class C felony and specifies restitution amount chargeable for a violation.  Applies extended statute of limitations for felonies involving fraud or deception to medical assistance fraud.  (HB900 HD1)

RELATING TO AMENDING IDENTITY OF REGISTRANT'S PARENT ON A BIRTH CERTIFICATE.

Clarifies that amendments to birth records that change parenthood shall not be conducted through the Uniform Information Practices Act procedures to correct personal records, but must be pursuant to a court order of appropriate jurisdiction or other legal establishment of parenthood.

RELATING TO PROPERTY.

Amends the threshold amount for the exemption of real property from attachment or execution and exempts a debtor who is not delinquent in income taxes, real property taxes, or mortgages.  Bases the personal property exemption from attachment and execution on fair market value.  Exempts child support, EITC refunds, and child support tax credit.  (HB375 HD1)

RELATING TO ELECTIONS.

Establishes the designation of kiwila pono for employers who permit employees to be absent with pay on election day to work at a polling place.  (HB1474 HD1)

Status

RELATING TO CHARITABLE SOLICITATION.

Authorizes the Attorney General to require electronic financial reporting by professional solicitors.  Imposes a fine for late financial reports by professional solicitors and for commercial co-venturers who are found by the Attorney General to have violated chapter 467B, HRS.  Clarifies exemptions from registration requirements.  (SD2)

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.  Those wishing to provide oral testimony will be limited to two minutes.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
