RELATING TO UNEMPLOYMENT.

Creates a temporary program providing additional benefits to unemployed workers by extending their unemployment insurance benefits.  Make an appropriation.

      Status & Testimony

RELATING TO THE STATE ETHICS COMMISSION.

Reduces the appropriation in Act 151, SLH 2015, to the state ethics commission for an electronic filing system for lobbyists.  Re-appropriates the savings for vacation payouts for retiring ethics commission employees and expenses for a task force that may be established by the legislature to assist and advise the commission.

RELATING TO SEPARATION BENEFITS.

Authorizes public employees facing position abolishment, reduction-in-force, or workforce restructuring to opt to receive either voluntary severance benefits or a special retirement benefit in lieu of exercising any reduction-in-force rights.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Establishes a retirement benefit incentive for public employees, otherwise eligible to retire, whose positions are subject to layoff due to the consolidation or abolition of functions, or the privatization of the functions of the position.

RELATING TO GOVERNMENT RECORDS.

Requires agencies to exercise reasonable care in the maintenance of all government records under its control that are required to be made available for public inspection.

RELATING TO LAW ENFORCEMENT.

Establishes exceptions to the offense of obstructing government operations and the offense of violation of privacy in the second degree for a person making a video or audio recording or photograph of a law enforcement officer while the officer is in the performance of duties in a public place or under circumstances in which the officer has no reasonable expectation of privacy; provided that the officer may take reasonable action to maintain safety and control, secure crime scenes and accident sites, protect the integrity and confidentiality of investigations, and protect the public safety and order.  Establishes one-party consent exception for a person who intercepts a wire, oral, or electronic communication that involves a law enforcement officer when the person is not a party to the communication.

PROPOSING AMENDMENTS TO THE HAWAII CONSTITUTION TO PROVIDE FOR A UNICAMERAL LEGISLATURE.

Proposes constitutional amendments to create a unicameral legislature.  Provides that the speaker of the legislature and the minority leader shall appoint members to the reapportionment commission, and that the speaker of the legislature shall appoint members to the judicial selection commission.

PROPOSING AN AMENDMENT TO ARTICLE I OF THE CONSTITUTION OF THE STATE OF HAWAII RELATING TO THE RIGHTS OF VICTIMS OF CRIME.

Proposes an amendment to the Hawaii State Constitution guaranteeing that victims of crime and their surviving immediate family members have specific rights related to information pertaining to and participation in the criminal justice process.

PROPOSING AN AMENDMENT TO ARTICLE I OF CONSTITUTION OF THE STATE OF HAWAII TO ESTABLISH RIGHTS FOR VICTIMS OF CRIMES.

Proposes a constitutional amendment to guarantee rights to victims of crimes and their surviving family members.
