RELATING TO ESCROW DEPOSITORIES.

Clarifies the escrow depositories law by:  adding definitions; authorizing the commissioner of financial institutions to use NMLS for its escrow depositories program; adding criminal history record check and disclosure requirements to licensure and change in control applications; updating the escrow depository license renewal date for consistency with NMLS; clarifying sale or transfer of license or change in control requirements; and updating certain fees.

RELATING TO WATER AUDITS.

Requires the commission on water resource management to establish a program to provide technical assistance to the counties and public water systems to implement standardized water audits of public water systems.  Makes an appropriation.  Eff. 7/1/2050.

RELATING TO HEALTH CARE.

Establishes a durable medical equipment supplier license program for suppliers of durable medical equipment, prosthetics, orthotics, and related supplies through the office of health care assurance.  Allows license fees to be deposited into the office of health care assurance special fund.  Amends the cap on amounts of the health care assurance special fund that may be used per fiscal year.  Amends the balance of the office of health care assurance special fund above which moneys are deposited into the general fund.  Effective 1/21/2112.

RELATING TO HEALTH.

Enhances early language services for children who are deaf, hard of hearing, or deaf-blind.  Establishes a working group for the purposes of investigating issues related to resources and tools for parents of children who are deaf, hard of hearing, or deaf-blind and improvements to the statewide system of services that support age-appropriate language development for children from birth to age five who are deaf, hard of hearing, or deaf-blind.  Requires working group to report to legislature.  Appropriates funds for two positions to support the early language services within the Department of Health.

RELATING TO THE ACQUISITION OF MAKAI LANDS OF KAPUA IN SOUTH KONA ON THE ISLAND OF HAWAII.

Requires the Department of Land and Natural Resources to engage in negotiations to acquire the makai lands of Kapua, island of Hawaii.  Authorizes the acquisition to be made through the purchase, sale, or exchange of other real property.  Requires the Department of Land and Natural Resources to report to the Legislature in writing on the status of the negotiations beginning July 1, 2016, and every three months thereafter.  Provides that the Department of Land and Natural Resources shall attempt to reach an agreement for the acquisition by December 31, 2016; provided that if an agreement is not reached by that date negotiations may continue and the Department shall continue to provide quarterly progress reports.  Appropriates $500,000 to the Department of Land and Natural Resources to conduct due diligence on the makai lands of Kapua and for negotiations to acquire those lands.

Authorizes the issuance of special purpose revenue bonds to assist Keahole Management Group LLC with planning, designing, constructing, and equipping facilities for the manufacturing and processing of products.

Requires DBEDT to develop, and state agencies to enter into, inter-agency agreements without entering into a memorandum of agreement or memorandum of understanding.  Effective July 1, 2050.

RELATING TO ENERGY.

Restores the amendments made to sections 243-1 and 243-4(a), HRS, which sunset on 12/31/2015.  Clarifies that naphtha fuel, used in a power-generating facility, is subject to the fuel tax at a rate of 2 cents per gallon, retroactive to January 1, 2016.  Amends the requirements of the High Technology Special Fund.  Authorizes the issuance of $3,000,000 in general obligation bonds for the development of an electrolysis process hydrogen production, storage, and dispensing facility.  Appropriates $1,800,000 in general funds for an electrolysis process hydrogen production, storage, and dispensing facility.

Proposes an amendment to the Hawaii State Constitution to provide victims of crimes with specific rights related to the criminal justice process.

RELATING TO THE CULTURAL EXCHANGES BETWEEN HAWAII AND AFRICAN AMERICANS.

Establishes the Hawaii Commission on the History and Culture of People of African Descent to recognize the contributions of people of African descent in Hawaii and educate residents and visitors to the State about these contributions.

RELATING TO EDUCATION.

Establishes the Hawaii Three to Six Out-of-school Program and Special Fund for grades kindergarten through twelve.  Authorizes the Department of Education to contract with private providers to furnish out-of-school programs for grades kindergarten through twelve, conducted during after-school hours, on weekends, and during inter-sessions.  Makes appropriations.

RELATING TO EDUCATION.

Recognizes American sign language as a world language, and allows public school students who pass courses in American sign language to receive credit toward world language graduation requirements.

RELATING TO LABOR.

Requires employers to keep a record of the former physical addresses and current physical address of the employer and the North American Industry Classification System code applicable to the employer.  Deletes anachronistic provision pertaining to insurance plan information.
